淘豆网网友799474576近日为您收集整理了关于流动儿童教育公平问题的研究___以政府责任为视角的文档，希望对您的工作和学习有所帮助。以下是文档介绍：流动儿童教育公平问题的研究___以政府责任为视角 STUDY THE EDUCATION EQUALITYPROBLEMS OF THE MIGRANTCHILDREN-----FROM THE PERSPECTIVEOF THE GOVERNMENTRESPONSIBILITIESA Dissertation Submitted tothe Graduate School of Henan Universityin Partial Fulfillment of the Requirementsfor the Degree ofMaster of Management ScienceByZhao JieliSupervisor: Prof.Hao YaguangDate:May.2013I摘要随着我国社会城市化进程的不断推进,我国的城乡结构也发生了明显的改变。农村剩余劳动力大量的流入城市,成为城市中主要的劳动力大军之一。近年来农村人口家庭化向城市流动的现象越来越频繁,这也导致了城市中出现另一种新的群体——随父母进城的“流动儿童”,这些流动儿童大多数处于受义务教育阶段,但是流动儿童义务教(来源：淘豆网[])育还存在着很大的困难,他们相比于城市户籍儿童,没有享受到公平的义务教育,这就导致了流动儿童教育不公平的问题的出现,因此流动儿童教育公平问题逐渐成为我国社会最为关注的问题之一。实现教育公平是促进我国和谐社会建设的重要举措,也是评判社会和谐的重要价值尺度。因此在我国社会主义和谐社会建设的过程中,必须认真面对并解决流动儿童教育的问题。解决流动儿童的教育问题,让他们享受到公平公正的教育,是政府部门在构建社会主义和谐社会过程中的一项系统性工程。流动儿童的教育不公平问题有历史和现实两个方面的原因。因此解决流动儿童的教育公平问题不是一蹴而就的,要循序渐进,这是政府部门一项长期性的工程。流动儿童教育公平问题的解决,必须在政府部门的领导下,依靠整个社会的力量,从各个方面进行长期的努力。本文针对流动儿童教育问题,从教育公平的角度出发,以政府责任为研究出发点,对流动儿童教育问题进行了全面的分析研究。首先,本文对教育公平理论、公共产品理论进行了分析;其次,对我国流动儿童教育不公平的问题进行了阐述,主要从目前我国流动(来源：淘豆网[])儿童教育的现状以及教育不公平的表现两个方面进行了分析;再次,在理论的指导下阐述了教育不公平的特点,主要是从教育起点,教育过程以及教育结果的不公平来进一步分析了流动儿童教育不公平的问题;第三,针对政府部分在流动儿童教育中的责任缺失进行了分析;最后,根据前文的研究,在此基础上,指出了在流动儿童教育问题中政府应该履行的责任以及提出的一些建议。期望能够为我国流动儿童教育问题提供一定的参考意义。关键词:流动儿童,教育公平,政府,责任IIIABSTRACTwith the acceleration of urbanization in cities,there have been siginificant changes in China's urbanand rural structure.
